I've been playing Moemon Emerald. Shame some of the fishing sucks but nice that they add a lot of Pokémon to catch.

Trust me, in the later routes it gets as LOT better. Infact, the surf area towards the last few badges have wild milotic. However, I think you'll be in for a lot.

I already have a Feebas that I can evolve. It wasn't hard to get since that's all you can fish up outside the Weather Institute.

Okay I just found Lugia in the wild underwater in Moemon Emerald. Are there other Legendary Pokemon that can be found this way?

Short version, Yes and they are placed in clever locations.

Depending on the moemon hack you play(eternal or forever), you'll get different results. Trust me, you'll find reason to smile as you continue your journey.

Found Celebi in the cave that activates the Regis. Needless to say that both her and Lugia are on my team.

By the way, I have to note that in both moemon eternal and moemon forever, you are capable of encountering shinies. Just recently, I was able to encounter a shiny Aipom.
